RB21T is looking for a consultant

The consultant must, wherever it is registered, fulfil its respective national legal requirements of registration, tax compliances and similar national corporate fees.The consultant must have documented experience, competence and resources to organise and deliver servicesaccording to this call for proposal. The consultant must apply documented routines of quality to achieve that the assignment is conducted in a way corresponding to the agreed extension and quality. This requires internal routines for reporting etc. This demands tools  and/or  routines  that  enable  a  follow  up  of  the  assignment  and  that  it  achieves  its  goals  and  objectives. Additionally the consultant should describe its environmental policy regardless of an environmental management system is in place or not.

The consultant is required to supply the following documentation:

  • A copy of valid certificate of registration
  • Proof that all tax and fees are paid and up to date
  • A copy of quality management certificate, or description
  • A copy of environmental certificate, or description

The tangible results should include the following:
1.   Inventory of WM strategies in Western MEDA regions
2.   In-depth analysis of WM state-of-the-art in the MEDA (France, Italy, Morocco and Spain)
3.   A western MEDA SWOT analysis describing Best Practices, Frequent Problems and Strategic Plan for a BSR-
MEDA knowledge transfer
4.   Co-organising two workshops in two different cities in the MEDA to facilitate transfer of knowledge of BAT
in relation to the B21T activities. Selection of invitees and speakers, drafting invitations and elaborating the
agenda.
5.   Investigating the possibilities and defining conditions for a RECO-MEDA project
6.   Identifying and selecting an organisation that wants to assume a Western MEDA responsibility and is able
to act as a Lead Partner in a RECO-MEDA project with ERDF or similar co-funding
7.   One document prepared for selected areas in MEDA area for comparison and to transfer knowledge on i.e.
best techniques, additional methods, failures and best practices; incl. recommendations on how to open up
for a larger scale of exporting the expertise developed in the RB21T.
Bear in mind that this list is not exhaustive; the consultant is encouraged to add or remove items given that it is
duly motivated.
RB21T will target 30 decision makers on local/regional and national level when facing a WM investment and will
assist  decision  makers  to  develop  sustainable  investments  in  correspondence  to  latest  research  and  BAT
worldwide,  via  matchmaking  events  and  database  creation.  RB21T  will  establish  relation  with  at  least  4  EU
networks with worldwide associations in WM (ISWA, MEDA, EUREKA, ESPON) to increase dissemination, to reach
BAT and to make a better model/strategy. RB21T will establish one transnational and cross-sectorial platform for
expertise exchange in WM in the BSR, which all in all will increase the perspectives and competitiveness of the
BSR.  All  planned  activities  aims  to  develop  'best'  pilots  unlocking  investments  of  20  MEuro  and  direct  links  to
potential 10 investors (IFI's and private sector) that are included in the partnership as well as activities. The Model
and Strategy and planned WM institution aims to be transferable on all levels.
MEDA-organisations  interested  in  access  to  above-mentioned  network  and  with  an  interest  to  initiate  a  RECO-
MEDA project is welcome to take part in these activities and gain access to its result and outcomes.
